Marvin is a native of Edmonton, Alberta and attended the University of Alberta from 1969 to 1976. He has a B.A., B.Comm and is a Certified General Accountant. He most recently was a technical advisor to the Audit Division of the North York Tax Services Office and has 20 years experience with Canada Revenue Agency.
